The Minister of Environment, Susana Muhamad, highlighted that the resolution seeks promote the use of sustainable alternatives. Banned products must be replaced by biodegradable and compostable options under natural environmental conditions or manufactured with 100% recycled raw materials of national origin. In addition, these materials must be 100% recycled, using the same resin or mixture of resins as the products placed on the market.

Currently, in Colombia, 375 green businesses are working on replacing plastic materials and its incorporation into the circular economy. The resolution also emphasizes the participation of professional recyclers, who play a crucial role in the recycling production chain and in the certification of the quantities collected.

Among other provisions, the resolution establishes that Public entities will not be able to purchase prohibited single-use plastics, except those that comply with sustainable alternatives. Plastic bag distributors are also required to submit, before December 31, 2024, an Environmental Management Plan for packaging waste, reporting on the rational use of plastic bags.
