By the end of 2012, he held the position of Chief of Office of the Ministry of Construction and became Deputy Minister nearly 3 years later.
Mr. Duy continued to be appointed by the Secretariat to join the Executive Committee, the Standing Committee of Yen Bai Provincial Party Committee and hold the position of Deputy Secretary of the Provincial Party Committee for the 2015-2020 term in early 2017, then was elected Chairman of Yen Bai Provincial People’s Committee.
Three years later, he was elected to hold the position of Secretary of the Yen Bai Provincial Party Committee, 19th term, 2020-2025 term with an absolute number of votes and held this position until being approved by the 15th National Assembly to be appointed as Minister of Natural Resources and Environment.
Mr. Nguyen Hai Ninh Born in 1976, from Hung Yen. He joined the Party in 1998 while he was a student at Hanoi Law University, currently holds a PhD in Law and a Bachelor of Administration. He is a member of the Party Central Committee, term XII (provisional), XIII.
In 2006, Mr. Nguyen Hai Ninh worked at the Central Internal Affairs Commission as Deputy Director of the Department of Law. A year later, he assumed the position of Deputy Director of the Department of Law and Judicial Reform of the Central Party Office, before becoming Director and Secretary of the Chief of the Central Party Office.

At the end of 2014, he was transferred by the Central Committee to join the Dak Lak Provincial Party Executive Committee, holding the position of Vice Chairman of the Dak Lak Provincial People’s Committee. At the 12th National Party Congress, he was elected as an alternate member of the Party Central Committee.
In mid-2016, Mr. Ninh held the position of Vice Chairman and then Permanent Vice Chairman of Dak Lak Provincial People’s Committee for the 2016-2021 term, before being assigned to the position of Deputy Chief of the Central Office in March 2019.
In April 2021, the Politburo decided to transfer and assign him to stop holding the position of Deputy Chief of the Party Central Committee Office to appoint him to join the Executive Committee, Standing Committee and hold the position of Secretary of Khanh Hoa Provincial Party Committee for the 2020-2025 term.
