Through his speech, it can be clearly seen that General Secretary Nguyen Phu Trong pays great attention to the team of scientific and technological intellectuals, including the team of intellectuals of the Vietnam Academy of Science and Technology; acknowledges the great contributions of intellectuals in the Academy, those who have wholeheartedly believed in the leadership of the Party, always devoted themselves to contributing to the cause of protecting the Party’s ideological foundation, and implementing activities to promote the strength of the worker-farmer-intellectuals alliance.

This was also clearly demonstrated in the opening speech of the 8th Central Conference of the 13th tenure, General Secretary Nguyen Phu Trong emphasized: “The new situation requires us to pay attention to building, developing and promoting more strongly the role, position and contribution of the country’s intellectuals – the nation’s vitality, meeting the requirements of proactively and actively participating in the Fourth Industrial Revolution, continuing to promote the cause of innovation, industrialization and modernization of the country”.
Having met and talked with General Secretary Nguyen Phu Trong several times, engineer Bui Cong Khe, Director of the New Materials Center under the Hanoi Union of Science and Technology Associations, shared: “The first time I met the General Secretary was in 2006, when the General Secretary was the Secretary of the Hanoi Party Committee reading a speech on the occasion of the 116th birthday anniversary of President Ho Chi Minh, and I was a former student of the new party member class organized by the Hanoi Party Committee in 1966, visited and talked to by Uncle Ho. The second time was in 2015, on the occasion of the 7th Congress of the Hanoi Union of Science and Technology Associations at the Friendship Cultural Palace, General Secretary Nguyen Phu Trong visited the booth displaying scientific and technological achievements of the Hanoi Union of Associations. I directly introduced the scientific products manufactured by the New Materials Center and the General Secretary also encouraged and praised the research team”.
For engineer Bui Cong Khe, General Secretary Nguyen Phu Trong is a leader with the spirit of “All for the country and the people”, a man who always devotes his whole life to the revolutionary cause, working and fighting for the cause of the Party and the nation until his last breath. Creatively applying Ho Chi Minh’s thought on Party building, General Secretary Nguyen Phu Trong has gone deep into clarifying the role of the Party in the cause of national renewal, on building the ruling Party from the practice of renewal in Vietnam. The greatest success in the General Secretary’s career is the work of Party building, building the solidarity of the entire Party, the entire people, the entire army, and building an increasingly clean and strong national management apparatus.
Under the leadership of General Secretary Nguyen Phu Trong, for the first time, our Party issued a Resolution on continuing to build and perfect the Vietnamese socialist rule-of-law state in the new period; in which, it set the goal of “Perfecting the Vietnamese socialist rule-of-law state of the people, by the people, for the people, led by the Communist Party of Vietnam; having a complete legal system, strictly and consistently implemented; a streamlined, clean state apparatus, operating effectively and efficiently; a team of cadres, civil servants and public employees with adequate qualities and capacity, truly professional and honest…
As a scientist, engineer Bui Cong Khe always remembers the General Secretary’s words at the 60th anniversary of President Ho Chi Minh’s meeting with intellectuals (May 18, 1963 – May 18, 2023) and the 40th anniversary of the founding of the Vietnam Union of Science and Technology Associations (March 26, 1983 – March 26, 2023): “The intellectual class is the talented people, the vitality of the nation, the people who make the country prosperous; bring glory to the nation and glory to the race. The responsibility of Vietnamese intellectuals is to be the main force to bring science and technology, creative intellectuals into the cause of building and developing the country”.
It can be seen that the General Secretary has paid special attention to the ideological orientation of the intellectual team. In addition to qualifications and professional capacity, the intellectual team must constantly cultivate good moral qualities, a sense of serving the Fatherland and the people, and the intellectuals themselves must establish for themselves a solid ideology – the ideology of the working class, absolutely obeying the leadership of the Party and the management of the State.
