The head of the Probation Service of the Ministry of Justice was appointed.

Milli.Az reports with reference to the report that Vugar Agayev was appointed the head of the Probation Service by the order of the Minister of Justice.

It should be noted that V. Agayev was born in 1980. In 2001, he graduated from Baku State University with a bachelor’s degree in jurisprudence, and in 2004 with a master’s degree.

In 2002-2006, he worked as a senior bailiff (on probation) in the Nizami district court supervisors and bailiffs department of Baku city. In 2006-2013, Vugar Agayev worked in various positions in the Human Rights and Public Relations Department of the Ministry of Justice, and in 2013-2021, he worked as a senior consultant in the Ministry’s Organization-Control Directorate.

Vugar Agayev is a member of the European Forum for Restorative Justice (EFRJ), one of the influential institutions in the field of restorative justice.

Before being appointed the head of the Probation Service, he worked as the Deputy Head of the Inspectorate for the Supervision of the Execution of Sentences of the Ministry of Justice.

By the relevant order of the Minister of Justice, Elshad Mammadli was appointed as the head of the Notary, registration and registry office.

Trend reports that Elshad Mammadli was born in 1986. In 2008, he graduated from Baku State University with a bachelor’s degree in jurisprudence. Within the framework of the “2007-2015 State Program for the Education of Azerbaijani Youth in Foreign Countries” in 2010-2012, he received a master’s degree in European law from the Julius Maximilian University of Würzburg, Germany, and also worked as a researcher at the law faculty of the University during that period.

In 2013-2019, Elshad Mammadli worked as a legal adviser and chief legal adviser in the Legal Department of the State Oil Fund of Azerbaijan. Also, in 2017-2022, he taught the subject of civil law in the SABAH groups of the Faculty of Law of Baku State University.

It should be noted that in 2019-2023, Elshad Mammadli studied for a doctoral degree in comparative law at Martin-Luther Halle-Wittenberg University in Germany, and during that period he conducted many scientific studies in various fields of civil law.

Before being appointed to this position, he worked as a legal consultant at the prestigious German law firm “Lupp+Partner Partnerschaft mbB”.
